How do I stop the same chore being assigned twice?
Turn on Remove winner after spin. After each assignment, select Continue to remove that chore from the wheel.

Can harder chores appear less often?
Weighted choices can change the probability, but for a one-time assignment it is often clearer to balance task size before spinning.
